The article analyses the development of the agro-industrial complex of the Russian Federation as the foundation for its food independence within the framework of formation of the Eurasian Economic Union (EEU) and the WTO membership. For many years Russia has been a large-scale world food netto-importer primarily as a result of the disability of its AIC to ensure food independence. One of the major causes that blocks the process of solving this problem is augmentation of political tension and world food crisis as well as price nonequivalence in industry and agriculture. The guidelines for formation and enforcement of food security of the country are suggested, particularly the key spheres that ensure the collective food security, and the implementation of the agreed policy of the Eurasian Economic Union (EEU); the basic principle of this policy is synergetic effect that makes it possible to boost the level of dynamic sustainable development of the Union and of every country-member of it simultaneously.
