The purpose of the article is to substantiate the need for comprehensive legislative, organisational and financial support for market circulation of agricultural land as an important factor in the competitive development of the agricultural sector of Ukraine.
Research methods. In the research process the following scientific methods were used: general scientific and special methods of scientific knowledge; monographic (for developing professional publications on the subject); logical (for determining social and economic trends); economic-mathematical, statistical and comparative (for analytical calculations); systematic approach (for improving the state regulation of situational changes in the agrarian sector of the economy, in particular in land relations).
Research results. It has been proved that the improvement of the state agrarian policy requires completion of the land reform on the market basis, as its most important component. The necessity of ensuring the interconnected and comprehensive legislative consolidation of the necessary incentives and restrictions of regulation of land ownership and land use volumes, creation of appropriate conditions for ensuring the vital activity of rural population and rural development, enhancing the role of rural communities in the implementation of agrarian, including land policies of the state society, peasants and local communities.
Elements of scientific novelty. The systematic justification of ways for further development of the land reform in Ukraine was obtained.
Practical significance. Research results can be used in the drafting of legislative acts on the regulation of market circulation of agricultural land, deepening of scientific research, educational process and practical activity of public authorities, selfgovernment and agrarian entities
