Conceptual principles of Smart-territories formation in Ukraine / Koshkalda I.V., Trehub O.M. // Ekonomika APK. - 2021. - № 11 - P. 54

The purpose of the article is to substantiate the conceptual basis for the Smart-territories creation in administrative reform context. Research methods is based on systemic and evolutionary approaches that require a holistic understanding of "Smart Territory" concept as well as provide research to identify characteristics, direct and feedback links and priority areas of its development. Research results. The comparative analysis of the existing theoretical concepts of Smart-territories formation is carried out and the author's view on this concept is formulated. Theoretical generalization of Smart-territories as a technological, economic, political, ecological system is carried out. The main directions of development of Smart-territories in the conditions of carrying out administrative reform in Ukraine are formulated. The introduction of the service unit, the infrastructure unit and the digital data unit in the Smart Territories system is substantiated. The research was conducted using the following methods: logical, which made it possible to reveal the essence and content of the formation of Smart-territories in Ukraine in general and in rural areas in particular; system-analytical, which takes into account the latest views on the concept of "Smart" as a complex technological, economic, social, political system; general scientific analysis, which was used during the development of scientific sources and regulations; structural and functional analysis, the essence of which is to identify the studied elements, establish their place and importance in the context of the study, the study of causal relationships and their impact on the development of administrative-territorial entities Scientific novelty. Theoretical provisions on Smart-territories formation in the context of administrative reform as a complex, systemic phenomenon that requires significant changes not only in technology but also in governance and society as a whole have been further developed. Practical significance. It is substantiated that for the qualitative formation of Smart-territories it is necessary to establish direct and feedback links in the middle of technological, economic, political and environmental components while combining them with the help of digitalization. The economic and social consequences of the transition from traditional to Smart-territories have been identified. Figs.: 1. Refs.: 18.
